What is comprehensive Community Based Rehabilitation (CBR)?
Community Based Rehabilitation (CBR) is multi-sectoral approach working to improve the equalization of
opportunities and social inclusion of people with disabilities while combating the perpetual cycle of poverty
and disability (WHO). (UNCRPD)
APDK began its CBR program in Coast Branch in the year 1992 targeting Mombasa district.
Based on the experiences and outcome of the feasibility study, APDK Nairobi initiated
Community Based Rehabilitation program in the year 2000 in the slums of Mukuru. The
programme was started with a joint funding from Kindernotihilfe and Christoffel
Blindenmission. The community and APDK through the feasibility study singled out Mukuru to
start with because of the priority needs compared to other slums areas because there was no
organization providing services to Persons with disabilities.

APDK has been implementing the CBR program for the last 17 years with the main purpose of providing quality rehabilitation services to persons with disabilities. APDK implements CBR through the combined affords of persons with disability, their families, community and the relevant government line in health, education, vocational, social and sports, and stakeholders.

The aim of CBR program is to contribute to quality inclusive Health, inclusive education, social and economic wellbeing of children with disabilities and their families through comprehensive Community Based rehabilitation programmes. This has been with a bias to children with (physical, Visual, hearing, mental, epilepsy) disabilities in order to alleviate poverty, and integrate them in the community through the comprehensive rehabilitation program in the slums of Mukuru.

Overtime, the project has also modified its implementation model from running a standalone program to an integrated approach of focusing on the Rights of persons with disabilities as enshrined in the Kenya Constitution 2010 and the UN Convention on the rights of persons with disabilities. In adapting to the changing dynamics and trends APDK adopted the WHO- CBR Guidelines formulated in 2010 in Abuja Nigeria as a strategy in implementing its CBR activities nationally. This involves addressing issues affecting children with disabilities as a Right. In 2011 the programme incorporated maternal child health programme aimed at early identification and appropriate referral through health talks, sensitization to CHWs and CHEWs, observation of calendar days that is malezi bora, immunization and breastfeeding week. The current programme focuses on prevention, early identification and intervention of disabilities through the maternal and child health. It is a shift from not only managing disabilities to engaging in prevention strategies of creating awareness on good nutrition, immunization and safe motherhood.

Specifically the project is contributing to the following objectives

  2. To strengthen mainstreaming and inclusion of children with Disabilities in schools

  3. To empower the community and families of children with Disabilities, socially and economically

  4. To conduct evidence based research and documentation on the best practices in the community based rehabilitation programs.
